There is no quick fix to the problem of
illicit drugs in Australian society, no magic wand that can be waved to
put the genie back in the bottle. But a strategy which has as its end goal
the creation of a drug-free society through demand reduction and
rehabilitation of users has a much better chance of a favourable outcome
than the current harm minimisation approach with its inherent
