There is no quick fix to the problem of illicit drugs in Australian society, no magic wand that can be waved to put the genie back in the bottle. But a strategy which has as its end goal the creation of a drug-free society through demand reduction and rehabilitation of users has a much better chance of a favourable outcome than the current harm minimisation approach with its inherent illogicalities and inconsistencies.

Community is not just about place; it is also about relationships. But the suburbs we are designing in NSW encourage neither the building of relationships nor ecological sustainability. Government planners both here and overseas have a simplistic solution to these problems: increase densities. 

The problem of "planning tension" caused by Government policies which are not necessarily what local government - or the people of NSW - want.

This paper presents a way of relieving this tension, as well as of strengthening community, providing better planning outcomes, and creating more sustainable cities.

Lessons from the Britsh FPI experience

It is almost nine years since the Major Government launched the Private Finance Initiative (PFI) in Britain in November 1992.

Since then PFI, and the Blair Government's version, PPP or Public Private Partnerships, have become major vehicles for providing new and upgraded public infrastructure in the United Kingdom.
